SNOMED CT identifiers

The purpose of this document is to describe changes to the meaning of the SctId field that have been approved by the IHTSDO Management Board, enabling SNOMED CT components to be promoted to the International release or a parent extension without a need for a change of identifier, and to describe the benefits of those changes. At present, migration of a component from a National extension to the International Release causes significant disruption in an authoring environment and can cause even greater disruption in an implementation environment, where SNOMED CT identifiers would potentially change from one release to the next, disrupting system operation and interoperability. The agreed approach to rectifying this issue is to allow SNOMED CT components to be promoted to the International release or a parent extension without a need for a change of identifier.

This change applies to all users of SNOMED CT International edition of extensions of SNOMED CT. The Update Guide should be read by business managers responsible for SNOMED CT integration and both documents should be read by technical staff responsible for implementations of SNOMED CT. The change will be introduced for the first time in the January 2012 International release of SNOMED CT.
