National activities

The Lithuanian National Release Centre is establishing its functions, which have been delegated to the National Centre of Pathology, and currently has one employee devoted to the activities. The immediate plans include staffing development, educational activities and analysis of tools available for maintenance and translation of SNOMED CT.

The Ministry of Health of the Republic of Lithuania and related institutions are in process of development of national eHealth pilot implementation plans which aim to use HL7v3, DICOM, and SNOMED CT as basic standards.

Lithuania participates in Technical and Research and Innovation Committees. The Special Interest Group that is currently of special interest is translation.

Implementation plans/activities

Two major projects are in development. One project addresses the importance of a common terminology within the National eHealth program with a first priority on pathology e-record implementation. SNOMED CT is a terminology standard officially approved for National eHealth program projects in Lithuania; however, specific uses have to be analyzed and established. Also, there is an interest to use SNOMED CT in relation to Diagnosis Related Groups (DRG) implementation for the national health insurance system.

Subsets have not been developed yet. Pilot projects have only been discussed so far, but will be planned during 2008-2009 along with relevant subsets. The subsets and associated pilots will define the needs of fully translated parts of SNOMED CT to the Lithuanian language. The possibility of using an English version of SNOMED CT in specific IT implementations is being considered.

Translation plans/activities

The aim is to translate approximately 50,000 concepts in three years. An investment program has been submitted to evolve the translation project. A tool for translation and subset maintenance is a high priority. Possibilities are being investigated and the preference would be given for development for a common tool at the IHTSDO. Translation is considered as part of implementation cycle in Lithuania, meaning that a subset for implementation is identified first and then translated.

Affiliate activities

Five Affiliate Licenses had been issued as of March 2008. At that point, no health record in Lithuania had yet been encoded with SNOMED CT.
