The Ministry of Health and Social Policy is the representative of Spain for the International Health Terminology Standards Development Organisation. The Quality Agency of the National Health Service (NHS) is the responsible for undertaking initiatives aimed to develop Snomed CT™ as the reference clinical terminology for Electronic Health Record within the National Health System (EHRNHS).
Electronic Health Record is widely spread in Spain but now it has become necessary the use of standards to allow interoperability between the different systems in order to provide to the citizens and professionals the access to clinical information at any point.
From 2007, through the system called “Electronic Health Record within the National Health System”, the first steps to make the more relevant clinical information interoperable have been made, specially for the information regarding the Patient Summary dataset.
From 2008 the work is directed to follow a new guideline: to provide to all the National Health System agents with the semantic services needed to reach the full interoperability of the Electronic Health Records.
One of the first goals defined through the semantic interoperability roadmap has been the adoption of SNOMED CT™ as controlled clinical vocabulary to allow the automatic interpretation of the content transmitted between heterogeneous systems in an accurate way and in different languages.
As IHTSDO member, the Ministry of Health and Social Policy assumes the liability of the distribution of SNOMED CT™ within Spain and it will develop the national version, adapted to the specific needs of our National Health System.

El Ministerio de Sanidad y Política Social es el representante de España en el International Health Terminology Standards Development Organisation (IHTSDO) siendo la Agencia de Calidad del Sistema Nacional de Salud (SNS) la encargada de acometer aquellas iniciativas encaminadas a promover el uso de SNOMED CT™ como terminología clínica de referencia para la historia clínica electrónica en todas las Comunidades Autónomas de España.
La Historia Clínica Electrónica está ampliamente implantada en España, pero ahora resulta necesario usar estándares que permitan la interoperabilidad entre los distintos sistemas, a fin de que los ciudadanos y los profesionales sanitarios puedan acceder a la información desde cualquier lugar.
A partir de 2007, el sistema denominado Historia Clínica Digital del Sistema Nacional de Salud, da los primeros pasos para hacer interoperable la información más relevante de cada ciudadano, en especial, la historia clínica Resumida.
Desde el año 2008, se viene trabajando en una nueva línea orientada a poner a disposición del conjunto de los agentes del SNS aquellos servicios semánticos necesarios para alcanzar la interoperabilidad plena de la historia clínica digital.
Uno de los primeros objetivos marcados en esta nueva línea, definida a través de una hoja de ruta de interoperabilidad semántica, ha sido la adopción de SNOMED CT™ como vocabulario sanitario controlado para permitir la interpretación automática de los contenidos transmitidos entre sistemas heterogéneos de forma precisa y en idiomas diferentes.
Como miembro de la IHTSDO, el Ministerio de Sanidad y Política Social, asume el papel de distribuir SNOMED CT™ en España, así como el desarrollar una versión nacional, adaptada a las necesidades concretas de nuestro Sistema Nacional de Salud.
