The Slovak Republic's representative to the International Health Terminology Standards Development Organisation (IHT SDO®) is the National Health Information Center (NHIC). NHIC is the state contributory organization established by the Ministry of Health of Slovak Republic. NHIC became the full member of IHT SDO in November 2009 thus joining the international effort to develop, maintain and use SNOMED CT in the healthcare systems.

The mission and the subject of the activities of NHIC in Slovak Republic is to promote the use of IT systems in healthcare area, to support and ensure the operation of implemented eHealth solutions, to ensure the flexible information base for authorized persons. Because of that NHIC also supports the introduction of ITC standards into the healthcare area.

The new key activities of NHIC:

1. To build up the position of national eHealth operator acting as a part of systems called NZIS, NCP and acting as a part of other eHealth solutions. The activity mainly covers:

a) Building up of secure, highly available systems called NZIS, NZP and the implementation of other eHealth solutions using the program management form,

b) Creating the basic infrastructure dedicated to new processes and forms of health care and healthcare services.

2. To create normative and architectural framework, to introduce IT systems into the healthcare area and for active cooperation. The method of cooperation will secure the legislative support of informative processes in health care area, what mainly covers:

a) Creating of unified reference data platform in the healthcare resort,

b) Creating of the conditions in the framework of eHealth requirements, which are necessary to start the process of certification of the IS producers,

c) Creating of the conditions, which are necessary for the implementation of standards for IS in the healthcare area, securing thus the interoperability of solutions used in the EU countries.

3. Finalization and effective use of the system used for collecting, processing and distributing of healthcare data and data about the health statement of citizens, securing thus the collection of data directly in the place where they originate, what mainly covers:

a) Cooperation in the area of creation of new forms of monitoring of health care, healthcare services and health status of citizens.

b) Creation of optimal conditions for production of general analytical outcomes and evaluation of data and also to evaluate and to inform the citizens about their health status.

c) Securing the interoperability of healthcare information according to the requirements and ideas of EU and using them for WHO, OECD and other selected foreign institutions.

d) Partnership of all authorized subjects in Slovak Republic (on the resort level, including the subjects acting also abroad) in the area of offering the objective healthcare data related to health care of residents and also in the area of offering data related to health status of the residents regarding the area of their activity. The data could be used also for scientific purposes. 

4. Obtaining the support of the whole society for enforcing of eHealth solutions, what mainly covers:

a) Creation of the information and communication framework for public and professional community,

            I. Regular realization of PR activities,

 

II. Securing the flexible achieving of informed awareness  and actual publication activity

 

b) Implementing of electronic discussion targeting individual topics. Regular evaluation of the status of the discussion from the point of view of its impacts on activities prepared in the future and from the point of view of incorporating the main actors into the discussion.

c) Support of education of the experts and of general public in the area of medical sciences, health care and in the area of using IT systems in health care.

 

           I. Development of the professional librarian services (SILK) and services  of retrieval supported by modern ICT.

d) Cooperation with the professional organizations in the health care area by implementing the eLearning system.

e) Cooperation in the area of recording and evaluating of the certificates of completed education according to different areas and according to the amount of eHealth usage.

The adoption of SNOMED – CT in Slovak Republic is focused to creation of joint terminological base that will be used for the needs of Slovak healthcare and contains the following activities:

- the translation of selected sets of concepts required by the eHealth applications,

- the localization of the content of the terminological system for the needs of Slovak healthcare,

- maintenance and distribution of the terminological system to the users,

- proposal of the methodology how to implement SNOMED – CT into the software applications,

- cooperation with the experts on the national and on the international level.

Národné centrum zdravotníckych informácií (NCZI)  je zástupcom Slovenskej republiky v International Health Terminology Standards Development Organisation (IHTSDO®).  NCZI je príspevkovou organizáciou, zriadenou Ministerstvom zdravotníctva SR. V novembri 2009 NCZI sa stalo členom IHTSDO  a pripojilo sa tak k medzinárodnému  úsiliu o vývoj, udržiavanie a využívanie SNOMED CT v systémoch zdravotnej starostlivosti .

Predmet činnosti a poslanie NCZI v SR je nasledovné :

Cieľom NCZI je presadzovať informatizáciu zdravotníctva, podporovať a zabezpečovať prevádzku implementovaných eHealth riešení, zabezpečovať flexibilnú informačnú bázu pre oprávnené subjekty a  poskytovať odborné informačné a vzdelávacie služby v oblasti lekárskych vied, zdravotníctva a zdravotníckej informatiky. Z tohto titulu sa venuje aj podpore pri zavádzaní štandardov v oblasti ITC systémov zdravotníctva

Kľúčovými činnosťami NCZI sa v súčasnosti stavajú:

1. Budovanie pozície národného operátora pre eHealth v rámci NZIS,  NZP a ďalších eHealth riešení, čo pokrýva najmä:

1. Budovanie zabezpečeného, vysoko dostupného NZIS, NZP a implementovanie ďalších eHealth riešení vo forme programového riadenia.
2. Tvorba základnej infraštruktúry pre nové procesy a formy zdravotnej starostlivosti a zdravotníckych služieb.

2. Tvorba normatívneho a architektonického rámca informatizácie zdravotníctva a aktívna spolupráca pri zabezpečení legislatívnej podpory jeho informačných procesov, čo pokrýva najmä:

1. Tvorba  jednotnej referenčnej údajovej platformy rezortu zdravotníctva.
2. Tvorba podmienok pre proces certifikácie IS výrobcov v rámci požiadaviek eHealth.
3. Tvorba podmienok pre implementáciu štandardov zdravotníckej informatiky, zabezpečujúcich interoperabilitu používaných  riešení v rámci krajín EU

3. Dobudovanie a efektívne využívanie systému pre zber, spracovanie a distribúciu údajov súvisiacich so zdravotnou starostlivosťou a zdravotným stavom obyvateľstva a zabezpečovanie ich priebežného zberu priamo z miesta vzniku, čo zahŕňa najmä:

1. Spoluprácu pri tvorbe nových foriem monitorovania zdravotnej starostlivosti, zdravotníckych služieb a zdravotného stavu obyvateľov.
2. Tvorbu optimálnych podmienok pre tvorbu všeobecných odborných analytických výstupov a zhodnocovanie údajov ako aj pre zhodnotenie a informovanie o zdravotnom stave občanov.
3. Zabezpečovanie interoperability zdravotníckych informácií v súlade s požiadavkami a predstavami EÚ s ich využitím pre WHO, OECD a vybrané zahraničné odborné  inštitúcie. 
4. Partnerstvo pre všetky oprávnené subjekty v SR (na úrovni  rezortu, vrátane subjektov  s medzirezortným pôsobením) pri poskytovaní objektívnych údajov súvisiacich so zdravotnou starostlivosťou obyvateľov a údajov o ich zdravotnom stave pre oblasť ich pôsobenia a pre vedecké účely

4. Získavanie celospoločenskej podpory pre presadzovanie eHealth riešení, čo zahŕňa

1. Tvorbu informačného a komunikačného rámca pre verejnosť a odbornú komunitu

i.    Pravidelná realizácia PR aktivít.

ii.      Zabezpečovanie pružnej informovanosti a aktuálnej  publikačnej činnosti.

2. Zavádzanie elektronickej diskusie k jednotlivým témam a pravidelné vyhodnocovanie jej stavu z pohľadu dopadov na pripravované aktivity a zapájanie do nej hlavných aktérov.
3. Podpora vzdelávania odborníkov a širokej verejnosti v oblasti lekárskych vied, zdravotníctva a v medicínskej informatike.

i. Rozvoj odborných knižničných služieb (SILK) a rešeršných služieb s podporou moderných IKT.

4. Spolupráca pri zavedení eLearning systému  s profesionálnymi  združeniami v zdravotníctve.
5. Spolupráca pri evidovaní a vyhodnocovaní certifikátov vzdelávania podľa jednotlivých oblastí a podľa rozsahu využitia eHealth.

Adopcia SNOMED – CT v SR je zameraná na vytvorenie jednotnej terminologickej základne pre potreby slovenského zdravotníctva a zahŕňa v sebe nasledovné aktivity :

- Preklad vybraných množín konceptov podľa požiadaviek eHealth aplikácií

- Lokalizáciu obsahu terminologického systému pre potreby slovenského zdravotníctva

-Správu a distribúciu terminologického systému používateľom

-Návrh metodiky implementácie SNOMED CT do softvérových aplikácií

- Spolupráca s odborníkmi na národnej a medzinárodnej úrovni
