Lithuania’s representative to the International Health Terminology Standards Development Organisation (IHTSDO®) is the National Centre of Pathology, which is a component of the Ministry of Health. The development of a Lithuanian eHealth system involves political, organizational, behavioral and psychological efforts to achieve better quality healthcare using information technologies. The main goal of the Lithuanian e-Health System is to ensure continuity of care by improved access to patient information and assured information exchange system between institutions. The eHealth system will be developed during several stages on different levels – national, regional and local:

  • Stage 1: creation of the national eHealth core with several services ensuring the information exchange;
  • Stage 2: Setup of the national level of eHealth system and implement pilot functions, focused on primary healthcare level automation;
  • Stage 3: Implementation of remaining functions of the national level eHealth system
  • Stage 4 & 5: deployment of eHealth system functions in healthcare institutions (HCIs), automation of HCIs internal functions.

In 2008 the project “eHealth services”was implemented. The project includes the implementation of Hospital information systems designed to automate internal processes in three regional healthcare institutions and integration of these systems to the National electronic health system. The National electronic health system will enable faster exchange of the data on the patients' treatment services, procedures and laboratory tests results among healthcare institutions.

Hospital information systems were installed in Kaunas University of Medicine Hospital, Klaipėda University Hospital and Vilnius University Hospital Santariškių Klinikos during the implementation of the project. The systems are oriented towards improvement of healthcare services' quality as well as management of the healthcare institutions.
