In accordance with the Articles of Association, license fees in countries that are not yet Members of IHTSDO depend on the nature and extent of the use of SNOMED CT, as well as the wealth of the country.

Most IHTSDO Member countries provides SNOMED CT free of charge to users, although some may charge a small fee for cost recovery. The specific information is provided by your National Release Centre.
IHTSDO and its Members encourage the use of SNOMED CT in research that contributes to broadening our collective understanding and knowledgebase. If you are within a Member nation, please contact your National Release Centre for access to the standard.

IHTSDO encourages the use of SNOMED CT around the world. The Articles of Association contain a provision whereby the organization can waive standard Affiliate License fees for use of the standard in non-Member territories for charitable and humanitarian purposes. Healthcare providers and others wanting to use SNOMED CT in the countries categorized as low income economies by the World Bank can obtain SNOMED CT Affiliate Licenses free of charge.
For other nations, the wealth of the country is determined by the country's gross national income band and extent of use. As it is set out in the Articles of Association, the allocation of a Non-Member Territory into a Band shall be as determined by the IHTSDO (based on the Non-Member Territory's relative Gross National Income (GNI) or other measure adopted by the IHTSDO) and published by the IHTSDO.
The Licensee shall notify the IHTSDO in writing before carrying out any activity of a kind described in paragraphs 2 or 3 of the Appendix B in the Articles in a Non-Member Territory that has not been allocated by the IHTSDO under paragraph 6.1. Upon receiving notice from the Licensee under this paragraph 6.2, the IHTSDO shall allocate the Non-Member Territory as described in paragraph 6.1.
In accordance with the Articles of Association, the Licensee shall pay the following fees in respect of each hospital or Practice in a Non-Member Territory in or which the Licensee:
a) deploys the International Release in a Data Creation System, unless that Data Creation System is used exclusively in connection with a Quality Research Project; or
b) distributes or licenses a Licensee Product that is or includes a Data Creation System, unless that Licensee Product is used exclusively in connection with Qualifying Research Project.
Hospital in Band A Territory (see list below) - US$ 1,500 per annum baseline fee adjusted as per paragraph 1.4 in the Articles of Association.
Hospital in Band B Territory (see list below) - US$ 1,000 per annum baseline fee adjusted as per paragraph 1.4 in the Articles of Association.
Hospital in Band C and band D Territory (see list below) - US$ 500 per annum baseline fee adjusted as per paragraph 1.4 in the Articles of Association
Practice in Band A, B C or D Territoriy (see list below) - US$ 500 per annum baseline fee adjusted as per paragraph 1.4 in the Articles of Association.
Practice in Band E Territory (see list below) - Healthcare providers and others wanting to use SNOMED CT in the countries categorized as low income economies by the World Bank can obtain SNOMED CT Affiliate Licenses free of charge.
Hospital or Practice in other territory (see list below) - As per paragraph 6.2 in the Articles of Association.
Please note that in accordance with clause 2.2.4 in Exhibit 1 of the Articles of Association, the Licensee may use the International Release to ensure that its officers, employees, agents and contractors use the International Release "in the Licensee's systems (including browsers and data analysis systems) made available to the general public for accessing and/or retrieving any part of the International Release and/or data encoded using the foregoing, provided that users of those systems are not able to extract any substantial portion of SNOMED CT and provided further that no fee is charged for access to those systems except where access is incidental to the provision of training or consulting services.
